Speech Title: An Integrated Digital Twin and Generative AI Framework for Intelligent Training in Natural Disaster Risk Management

Abstract: This speech is dedicated to the development of an integrated framework for adaptive natural disaster risk management training by combining Digital Twin (DT) state evolution, controlled Generative AI (GenAI), and human decision-making. The proposed Framework addresses two critical challenges: ensuring that dynamically generated training events remain consistent with the evolving disaster state and distinguishing the consequences of trainee decisions from changes caused by the natural hazard itself. Two interconnected control mechanisms are introduced: Controlled Generative Event Admission, which validates candidate events against independently defined physical, temporal, operational, and training constraints before they enter the training scenario; while Decision Consequence Mapping links trainee decisions to identifiable changes in the Digital Twin state while separating them from hazard-induced changes. The Framework is formalized through functional relationships and demonstrated with an illustrative urban flood scenario. The results show how generative variability, causal traceability, and adaptive training can be combined within a controlled closed-loop process. The proposed Framework provides a technology-neutral foundation for subsequent implementation and empirical validation.
